The Deep Sea set was built for exactly this, sage and blue together. The Bam Bam set in blue and white works just as well if you want it lighter. Add the Luxe or Infinity white ball pit and it reads like foam on water, especially with colored balls in blues for $30.

It suits a first birthday particularly well, because the palette is calm enough for the youngest guests and still photographs beautifully.
